I write also today to You because I will express some my doubts.

The meeting in Berlin of November 3th is very important because there the Fondation will decide if give and in which way something to the survivors of 1943-45. Something that must have a moral value. It is important to take pragmatic, not burocratic solutions.

It is necessary to have respect for what these persons passed in the sad Nazi-Germany.

We believe that would be fair to admit that the applications from survivors could be accepted after August 2001. The situation is complicated. German documents are few, these persons have only Italian documents, don't remember names and localities, they remember only the hunger and the brutality they suffered.

It would fair that Italian documents certificated by Defense Ministry and Prefetture (local government councils) would be accepted.

Next mounths the military and civilian Archives will be submerged by an avalanche of requests. Italy and Germany are obliged to help this search. It is necessary to found solutions to facilitate these persons running against time (for that we believe that August 2001 must not remain a fixed date).

The third Reich was totally a Lager. Pflight of actual Germany is to recognize what did the nazism and give justice to the persons and history.

The decision about IMI - if they were Zwangsarbeiten or slaves - defends from the point of view of the German members of Fondation. The IMI were slaves controlled by SS and Wehrmacht and forced to work in mines, foundries, military works till August 1944 and after that date they became civilian labourers. It would be correct that the industries of that past time and survived to the destruction of Germany pay their debt to the slaves and to European history.

It is necessary, dear M. De Winter, to find a pragmatical solution for all the survivors of all countries, not only for Italy. We will cooperate to find a serene clima and to the creation of a memory recognised also by the young international generation.
